US Forest Service is Hiring a Biological Scientist Near Flagstaff, AZ

Duties

  • Duties are listed at full performance level:
  • Plan, coordinate and/or conduct the annual aerial Forest Insect and Disease (FID) detection project to survey a large geographic forested area.
  • Coordinate with Aerial Survey Program Manager, GIS coordinator and other survey participants to ensure accurate computation of survey data and maps.
  • Develop cooperative agreements with Federal and State land managers and various forest health experts to determine areas to be surveyed.
  • Identify and map insect and disease occurrences from aircraft to provide survey results.
  • Determine survey requirements to ensure safe and effective coverage for designated forested lands.
  • Implement National and Regional aerial detection survey standards and aviation safety protocols to ensure standards are followed.
  • Prepare aerial detection sketch-map survey data to incorporate into Regional and National database.
  • Participate in forest insect and disease field surveys to evaluate insect and disease impacts.
  • Conduct follow-up ground surveys to verify aerial survey results.
  • Provide survey quality control to ensure survey results are valid.
  • Prepare and write reports to present survey data including maps, summary tables and graphic displays to show insect and disease caused damage.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

Basic Requirement:
GS-0401:
  • Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    or

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:
For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level. Examples of specialized experience are: Participated in natural resource management activities by making observations, gathering data, and reporting findings; participated in biological surveys data collection and results presentation; performed field inspections and collected and analyzed environmental data; assisted the project planner for one or more conventional environmental resources projects, such as construction, production, or reclamation activities;
OR
a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;
OR
an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least the GS-9 grade level. Examples of specialized experience are: Made scientific observations, gathered and analyzed data, and reported findings; planned biological survey data collection and results presentation; performed field inspections and collected and analyzed environmental data; planned activities to complete one or more conventional environmental resources projects.
OR
Applicants must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled);
OR
an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
